Well I am most happy you have returned! Seven has always been my favourite personally, but I know a lot of people like Four.
Ah now fic-reccing for DW is something I can certainly do. Do you have a favourite pairing? Or do you like Gen? I'm a bit more vague on that, and unusually I dont really ship anyone per se, but I like most pairings (*is easy*). Particularly Tardis/Ten, which is my OTP (XDDDD). Aaaanyway, I have a huge number of recs and I am currently formulating a rec post, but I can tide you over with some of my favourites if you let me know what you'd like.
As for icons, my first reccomendation would be to go hit who_daily. There are hundreds of new icons daily, but be careful because lots of them are a spoilerific. And... I can't seem to find the lj accounts of any of my personal favourites. Hm I fail slightly. I'll keep looking into that.
I also think that the lj Doctor Who fandom is a pretty nice place. No crazy fan-snobs really and there's a good mix of old and new fans.
And now I continue my Ten love rant... I completely agree that he is wall-bouncily wonderful. Like he's continuously on speed. There are a few authors who write his madness extraodinarily well...
